So, please tell me if I have this straight. I can buy the SIM chip, stick it into my laptop's SIM compatible PCMCIA slot and access up to 1GB of data perday for only 4.95Euro. I am only interested in Germany at this point.

Yes, you just need to configure event.vodafone.de as APN, establish a connection and open some random web page. No matter what address you enter, you'll be redirected to the Vodafone WebSessions portal, where you can order your desired WebSession, which can be paid by the prepaid credit, special WebSession vouchers or directly by credit card. So if you own a credit card you don't need to top up your SIM's credit in order to use WebSessions, but you can pay directly for each session.But you may also be interested in Fonic, who offer a dayflat for just € 2.50 (http://prepaid-wireless-internet-access.wetpaint.com/page/Germany+-+Fonic), however Fonic charges by day and not by 24 hours as Vodafone does.
