These packages can be ordered online at www.tre.se but not delivered abroad. Can also be purchased at Tre's own stores, Siba (large chain like Dixon's), Phonehouse, Ringup, Aircall and some Expert shops.
It looks that ID registration is required for data use.

Rates are one day 29 SEK, one week 99 SEK and one month 299 SEK. When the balance is zero you will automatically be directed to online reload site where you can reload using MasterCard or Visa.

3 has been rated the best Swedish 3G data network in most tests the latest years. I (besj) have been using it on contract since 2007 and can recommend it. Far better experience than Telenor (earlier Vodafone in Sweden)

They also sell starter packs for around € 100 that include a B.Free Broadband SIM card, a USB HSDPA modem, and 1 GB of data that can be consumed within 12 months. Be aware that there are also "normal" B Free prepaid phone SIM card which cannot be used to use the data options (data download price for these around € 15/ MB).
The specific "B.Free Breitband" SIM card is needed - this one can be used for normal calls also. After the initial 1 GB is used or expired you can choose from the options above.

Austria - 3

Mobile Operator "3" in Austria offers several packages for prepaid Internet access:

1. "3ReloadFun"

Prepaid SIM card for voice and data. Price per MB is €0.15.

Here's the link to this offer on their homepage.

Cost of the Prepaid SIM: €19,90 which includes €5.- for data traffic. No passport or other kind of ID is required for the purchase.

Validity: Every top up extends the validity to 12 months.

2. "Internet to Go"

For 99 Euro you get an USB-Modem (7.2 Mbit cabaple) including 2 GB traffic. The traffic can be used in the 3-Networks in Austria, Italy, Denmark, Sweden, England (GB), Ireland, Hongkong. After the 2 GB each additional MB cost 0,02 Euro (20 Euro/GB). Here's a link to the offer.

Misc Information:

Coverage: 3's own 3G/HSPA coverage is limited to bigger towns and villages. Lately, 3 also invests in establishing 3G network coverage in rual areas. In other areas, 3 uses the GPRS/EDGE network of A-1. Roaming with the prepaid SIM to this network is possible so connectivity is assured even in rural areas.

Roaming: According to 3's web page (April 2008), it is now possible to use the prepaid SIM without roaming charges for voice and data in the 3 networks in Italy, Great Britain, Ireland and Hong Kong.

Germany - Vodafone Web Sessions

Overview:

Vodafone Websessions of Vodafone Germany can be used to access the Internet in Germany for €7.95 and most European countries for a fee of €14.95 for a 24 hour period (i.e. when a web session is started at 3 in the afternoon it lasts till 3 in the afternoon the next day).

Until August 31st, 2008, Vodafone has launched a promotion and the price inside Germany is €4,95 (down from €7.95). Details can be found here and here.

While unlimited in Germany, Vodafone's limits the daily allowance while roaming to 50 MB. After that the user is redirected to a Vodafone web page to activate a new Websession package.

How To Get A SIM:

Vodafone Germany offers a prepaid starter kit €20.- but they are only around €2.- on eBay (Germany, www.ebay.de). Search for "Vodafone CallNow". Note: Only German Vodafone prepaid cards support the WebSession offer.

How to Connect:

The most important thing with the WebSession offer is to use the correct Access Point Name (APN) when connecting. For this offer it is "event.vodafone.de" (the default is usually 'web.vodafone.de'). If a different APN is used other fees will apply for the connection so be careful. After establishing the connection any web page access is redirected to the WebSessions portal page of Vodafone. Here, one can either select to begin a new session or browse the Vodafone.de page for free. Unlike advertised, the only payment option I had was to deduct the price for the WebSession from the prepaid account.

Once opening the web session is confirmed on the portal page the connection is put into transparent mode and full Internet access is possible. Before being forwarded to the initially selected page the portal tries to open a popup window to show the remaining online time. This fails in both Firefox and the Internet Explorer with standard pop-up blocker options enabled. No harm done, the Internet connection works anyway. However, it might be useful to have this information. To allow the pop-up window to open, the pop-up prevention can be manually deactivated in the browsers settings for the portal URL only.

Note that Vodafone uses a compression proxy that compresses pictures in web pages and eMails. While this is good to stay within the 50 MB limits the quality of the compressed pictures is not very high. Here's a description of how the compression can be switched off.

How To Top-Up

The Web Sessions payment screen seems to offer the opportunity [for some SIM cards] to pay by credit card now. However, to keep your SIM card going, you will need to top-up occasionally anyway, and use this credit.

This independent online service allows to top up a GermanVodafone prepaid SIM. The pages itself are in German but pretty easy to figure out for non natives as well. To top-up a Vodafone SIM card, select "Vodafone CallNow", create an account by typing in your eMail address, specifiy the SIM card's phone number, select the amount to top-up and enter your credit card details. After a minute the selected amount is on the SIM card and can then be used for WebSessions. All quite straight forward and works well.

(Note: The Wind Web site says the following offers are only activatable until 8th of June 2008. A recent SMS I received says Mega 1500 is still activatable until 14th of July 2008. So it looks like Wind is changing their price plans and is giving a bit of contradictory information when this will happen.
At 19th of july there has been written: service offer until 5th of October 2008)

Mobile operator WIND has the following prepaid mobile data offers:

Mega 1500 (488 MB for one month) for €8.-
Mega No Limit (2.5 GB for one month) for €20.-
Mega No Limit 15000 (4,77 GB for one month) €30.-

Mega No Limit 15000 is divided in 7500€ or the first 15 Days and 7500€ for the second 15 Days. 7500€ eqals to 2,4 GB. If you stay less than 15 Days its cheaper to buy Mega No Limit.
Mega No Limit 15000 also includes Free internet access between 24pm and 8am.

How to get the MEGA options running for the first time:

Check the balance of the prepaid account (USSD code: *123# ). It must be more than 9 Euros for the 488 MB option, 22 Euros for the 2.5 GB option or 32 Euros for the 4,77GB option.The little extra is for the sms messages that need to be sent, 20/30 euros are for the mega/mega 15000 option.

Send a SMS to short code 4533 that contains the following text: gprs si

(Note: In case the phone does not set the SMS Service Center Number correctly by copying it from the SIM card, use the follwong SMSC number: +393205858500)

Wait until GPRS is activated for the sim card. This could take a couple of hours. You will see once GPRS is activated as the mobile does a GPRS attach when powered on.

After GPRS is activated, send the follwoing text in an SMS to short code 4533:

'mega 1500 si' for the 488MB Option.
'mega si' for the 2.5 GB/month option or
'mega 15000 si' for the 4,77 GB/month option

Again you have to wait for the activation (several hours to a day). The option is activated once the prepaid account balance has been reduced by 8/20/30 Euros.

Some SMS messages (in Italian) might come to inform you of the current state of activation

Deactivate the MEGA option if not used for a month

Wind will take whatever money is left on the account the next month if you don't deactivate the MEGA option. Therefore if you don't want to use the option for a month send a message to 4533 with the text 'mega no' to prevent this. For the 5GB tariff send 'mega 15000 no'

How to activate the MEGA option again if not used for some time:

It might be sufficient to just put 20 euros on the prepaid account and wait till it the service deducts it from there
Sometimes it happens that the 20 euros are deducted but GPRS service was deactivated. Therefore the option is active but you have to activate GPRS again first. (sms 'gprs si' to 4533, see above). As they charge for the SMS, make sure you have some balance left on the top up account.
If not, make sure you have more than 8, 20 or 30 euros on the account and repeat the procedure described above for the first time activation

How to check how much volume is left

Press *123# on the Mobile Phone to receive your actual credit.

Call 4242 and press 5. The system then announces how much "money" is left for the data option. 300 Euros equal 100MB and 3000 Euros equal 1GB.

Send an SMS to 4155 containing "Saldo". The message is free and the system returns an answer within a couple of seconds with how much "money" is left for the Mega No limit offer. 3000 Euros equal 1GB MB. (Tested Mai 2008)

Misc:

Also check the TIM offer in Italy. Their network is a lot better, their 3G deployment is excellent and they have EDGE available everywhere. Their offer is a bit more expensive, though.

Netherlands - KPN

The Dutch incumbent operator, KPN, offers three internet add-ons for mobile pre-paid customers. Specifically, you can choose a package that offers 20 MBs during one day, one that offers 5 MB during one month, or an unlimited amount of data in one month.

To become a pre-paid customer, obtain a pre-paid starter kit for 10 euros at an official KPN shop (“Primafoon”), a filling station, or a supermarket. These come with ten euros worth of credit, which can then be used for purchasing these internet add-ons.

Option 1 – Surf&Mail Today (Vandaag)

At a price of EUR 1.50, this option gives you up to 20 MBs to use on the current day. Activate it by "calling" *133#. Your bundle starts at the moment of activation and lasts until midnight. It does not auto-renew, so cancelling the option is not necessary.

Option 2 – Surf&Mail Basic (Instap)

These packages gives you 5 MB worth of data that lasts throughout the current calendar month. Instead of offering packages that last 30 days, KPN has chosen to let all bundles expire at the same moment. The price, however, is not fixed. You only pay for the days you can use the bundle. So activating on the first day of the month costs EUR 5, but activating midway through the month only costs EUR 2.50. To activate, call *129#. Be sure to cancel before auto-renewal by calling *129*009#. You can view how many MBs are left by calling *129*001#.

Option 3 – Surf&Mail Total (Totaal)

These packages gives you access to an unlimited amount of data(actually 200 MB)that lasts throughout the current calendar month. The idea is like that of the Basic option: instead of offering packages that last 30 days, KPN has chosen to let all bundles expire at the same moment. The price, however, is not fixed. You only pay for the days you can use the bundle. So activating on the first day of the month costs EUR 9,95, but activating midway through the month only costs EUR 5. To activate, call*132#. Be sure to cancel before auto-renewal by calling *132*009#.

The fine print

There are some restrictions that all three packages have in common. Speeds are capped at 128/32 kpbs, so you’ll have a hard time using VoIP. Also, tethering to a laptop is not allowed. And as usual, these bundles include access from within the Netherlands only.

Germany - Congstar

Overview:
In Germany, supermarket chains REAL and DM, to be found in many cities and villages in Germany, offers a prepaid GSM/GPRS/UMTS SIM card from "CONGSTAR". In addition to reasonably prices voice calls (10 cents a minute to all fixed and wireless destinations in Germany and 10 cent for each SMS to Germany), the SIM card offers an attractive prepaid Internet access for low to medium usage.

CONGSTAR Prepaid is a subsidiary company from T-Mobile - and offers, next to Vodafone, a superior network coverage. In addition, EDGE is available almost countrywide.

Price:
The price per megabyte is 0.35 Euros and is billed in intervals of 10 kb. Congstar doesn't advertise this price on its website and it's actually quite hidden in a downloadable PDF price sheet. This a bit more than other MVNO's such as Simyo, Blau or Alditalk which use the GSM/UMTS network of ePlus. Nevertheless, it is an interesting alternative for eMail and web browsing with mobile devices as the amount of data required for such activities is low and the network coverage of the T-Mobile network is far superior to the network coverage of ePlus.

The SIM card itself can be bought in any REAL discouter for €9,99 with €5 prepaid balance or online at the Congstar website.

Note: The 0.35 Euros per MB tariff is valid until 31st December 2008and it is not known at this time if it will revert to the old tariff (9 cents per minute) or stay the same or if a completely new price tariff is offered. In other words, stay tuned in for possible changes.

How to buy Top up Cards:
You can buy Top up Cards in each REAL- and extra-markets. The Top-Up-Code is printed directly to the Bill - so ask the cashier. Top ups are also available at 'DM' stores.

Activation:
The card must be activated online http://www.congstar.de/ (then 'PREPAID' and 'SIM freischalten'). No German bank account or German passport number is needed if bought in a store. Buying the SIM card online, however, requires a German bank account.

Spain - Yoigo

Overview:

There is a prepaid SIM available from a new operator called Yoigo to keep up with the mobile web. Yoigo is a 3G operator with attractive rates for both voice and data. Voice calls are € 0.14/minute within Spain to both landline and mobile numbers and international calls are € 0.30/minute to anywhere except Cuba, Somalia and North Korea.

Best of all data, both WAP and web, is € 0.0012/KB and data charges are capped at € 1.20/per day, (plus tax = 1.39 per day), no matter how much you use. There is also a € 6.00/month minimum charge.

Yoigo primarily uses its own 3G network which covers the larger cities of Spain but has weak coverage outside the metropolitan areas. It has roaming agreements with Vodafone and Movistar. For both roaming partners there seems to be speed limits for data communication.

According to reports no ports are blocked so notebook access should be fine. Checked in August 2007 and all ports I tried were open (http, POP, SMTP, Shozu picture upload, IPSec VPN tunnel)

This ressource points out that SIMs can be bought at 'The Phone House' stores (http://www.thephonehouse.es). For locations see their store locator. I tried myself and the staff was very helpful.

Carrefour supermarkets sell Yoigo as well. The SIM was ready to use after about 15 minutes.

An ID is needed to buy the SIM. The price is 20€ including 20€ of credit.

Madrid is covered by Yoigo with a 3G network but HSDPA has not been available at the end of August 2007 (checked with a Motorola V3xx).

The SIM works both with a phone and the notebook. Billing stops as advertised at €1.39 a day and any other traffic afterwards is 'free' for the day. Thus, if the card is used daily, Internet access costs (31 days * 1.39) €43,- a month.

Note: In Germany, Yoigo's roaming partner for prepaid cards (e.g. to check the balance) is ePlus

Croatia - T-Mobile

Thera are 2 possibilities:

1. SIMPA with Web'n'walk data package
T-Mobile (previously: CroNet) voice prepaid is called SIMPA and the simcard cost is 100 HRK with 100 HRK credit.
When having a SIMPA, you can buy Web'n'walk 10 MB data package for 15 HRK (approx. 2 EUR) and it is valid for 30 days.
If you have never used Web'n'walk before, you can test it buying a 10 MB packet for 1 kuna (promotion valid up to the end of 2008).
To activate, send an SMS with a text "A" to 3636. An SMS with a list of options will be sent to your mobile. Send the number related to Web'n'walk as an SMS to 3636 again. Another SMS will be sent to you and should be replied with "DA".

2. A new offer:SIMPA Internet
Croatian T-Mobile introduced a new start package calledSIMPA Internet, dedicated to data transfer only, voice calls are not possible.
You can buy a SIM-card only for 100 HRK with a 100 MB of data traffic included, or the same SIM-card together with a modem "web'n'walk USB stick" - for 798 HRK.
A top up 100 HRK is 180 days valid, an electronic top up is possible also.

Switzerland - Sunrise

2G/3G Mobile Operator Sunrise in Switzerland now offers a Prepaid SIM card for mobile Internet notebook access.

3 Swiss francs are billed per hour which is about 1.86 euros.
According to this link the SIM card can be bought on its own or together with a Huawei data modem. The price for the SIM card is 20 Swiss francs, the amount is put on the SIM card to be used for data connections.

Switzerland - Aldi

Sunrise and Aldi Switzerland ask for 0.10 Swiss Francs per 20 kb block which is 5 Swiss Francs per MB or about 2.90 Euros. Well, way to go, but it's a start. But I definitely would not use it with a notebook.

When roaming the price per 20kb block is 0.30 Swiss Francs per 20 kb block for all roaming countries according to the price list of Sunrise. That's 15 Swiss Francs per MB or about 8.90 Euros. Not really on the cheap side but still cheaper than many other roaming alternatives for countries for which you don't have a SIM and don't want to spend a full 15 Euros for a 24 hour Vodafone Germany Websession.

I had a look on the Aldi Switzerland homepage for the details. To get a SIM card a registration form has to be downloaded, filled out and taken to one of the Aldi supermarkets when buying a SIM card together with your passport. Activation of the SIM card then takes around 24 hours. I wonder if things work quicker when going to a Sunrise shop!?

One more note: Orangeclick also offers mobile Internet access but prices are not competitive unless you subscribe to a 5 Swiss Francs add on which is deducted from the prepaid account once a month. This gives you 2MB worth of data and a price of 2.5 euros per megabyte afterwards.

Tunisia - Tunisiana

Overview

In Tunisia you can buy a prepaid GSM card called "Carta +" by Tunisian Operator Tunisiana in one of many mobile phone stores with the "Tunisiana" sign for about 5€.
Their network ist 2g only (as of spring 08) but they have good edge coverage, especially in the areas frequented by tourist.
To activate the card you have to make a (free) inital call to 1222.
Then you also have to ensurethat the internet mobile service is activated on your sim card (on mine it wasn't by default), either by asking directly in the store when you buy the card, or (if they don't know what you are talking about, which was the case for me :) ) by calling the free Hotline 1111. There will be someone who speaks some english if you ask.

To check your balance enter *100# (send).

There are 4 different pricing options for prepaid customers:
The standard price ist 0,004TND/kb (= about 2€/MB)

Additionally there are 3 Data Packages ("Forfaits") you can chose from:

2 MB data traffic for 4 TND

10 MB data traffic for 9 TND

"unlimited" (3GB cap) data traffic for 39 TND (which is about €21)

(The 19 TND weekend and evenig flat is not available for prepaid customers)

The traffic is valid for 30 days and you can also buy a packages only once every 30 days!

To activate a data package you have to enter *124*"price of the package"# and then press send.
For example to buy the 10MB for 9 TND package you have to enter *124*9# (send).

You can check your remaining traffic by entering*100*4# (send).

To check your balance enter *100# (send).

Pakistan - Telenor

15Rs/MB (~0,146€/MB) for GPRS connection in tariff Telenor talkshawk (Har second/30 second/har minute).

EDGE is available in many cities, see list on their website.

Topups can be bought in Telenor stores, some petrol station and special vans(!) in few cities, also online purchase seems possible.

I wasn't able to find the access point address so I setup a normal dialup connection to get it working.
You can find the place to put the initialisation string in device manager -> modems -> <your modem name> -> advanced settings.
