Vodacom is the best. They are fast and cheap:

Zain/Celtel is as fast as Vodacom, but at almost 5 times the price of the 250MB Vodacom bundle at 0.47 Tshs/KB. Tigo is cheap at 200 Tshs/MB, but it's unusably slow. Zantel (Zanzibar Telecom) is one I haven't tried.
