Presumably a passport is sufficient ID? Also does this mean a non Norwegian without a Norwegian credit card cannot top up?

Yes, a passport (and an address in Norway e.g. Hotel) is a sufficient ID. I bought a prepaid card in a Telenor store for NOK 150 including NOK 50 balance. It's possible to buy top-up cards too. (For NOK 150, 300 in August 2008.) Topping up is possible with calling a free number and pressing the number of top-up card and pressing once more and pressing #. (The free number spoke norwegian language, but it's very simple.)
Unfortunately the price of unlimited internet traffic / calendar day risen to NOK 75. (€ 9,5)
